Update copyright laws to include more concrete definitions of Fair Use and to shorten the time of a copyright's expiry.

Having to wait 70 years after a creator's death in order to use their works defeats the purpose of the copyright. Copyright was created so that, after a relatively short amount of time, people would be able to build off of another's work and create more works. Now, that is almost impossible. The only way to use someone's work in this day and age is through fair use, which is not clearly defined and therefore causes a lot of confusion and turns people away from it. Copyright time limits should be shortened, and fair use should be clearly defined and broad to allow more people to have creative licenses over the work of others.
