Update the petitioning process to be more rigorous, so that unpatriotic secession petitions will not be allowed.

In a time of recession and great deficit, we all must be on task to help defend our libertires and this great nation. Allowing frivolous petitions, such as the many seccesions petitions to proliferate, is a slap in the face to everyone from the founding fathers to everyone that has ever served to defend this great naton. While the right to petition is important, in the digital age it is far easier to petition than perhaps is just, causing such ridiculous petitions to proliferate. While one should still be obviously able to petiton, via free speach, it must be modified to only be petitoned if there is due cause.
