Update the Salient and Matrix system of the Florida Parole Board which has been the same for 30 years & not effective.

I write to you today in reference to a suggestion I have in regards to a change in the Salient Scoring and Matrix system. The change is desperately needed in the following:
23-21.007 Salient Factor Scoring
 23-23.008 Severity of Offense Behavior
 23-21.009 Matrix Time Ranges
 23-21.010 Decisions Outside the MatrixTime Range
The reason for the change is because the current scoring system used to determine parole release dates is outdated, uneconomical, and not in line with today's evidence based parole release practices and research. The current system is based on static factors that do not change, like the nature of the offense and the age of the inmate at the time of the offense. The current system
