A labor law created almost three-quarters of a century ago leaves open a loophole for employers such as Goodwill to pay disabled employees as little as 22¢ an hour. This law from 1938 needs to be revised to exclude businesses such as Goodwill from taking advantage of the Sheltered Workshop Loophole.
