Update student loan laws to allow divorced persons to unconsolidate their student loans.

For a short time in the late 1990s, student loan providers allowed married people to consolidate their student loans with their spouse. After five years, this practice was outlawed because upon a divorce the other person could stop payments and essentially ruin the credit of both.
Also, lenders used this practice to gain cosigners to loans that otherwise had none, meaning that if the signer died the lender could still seek student loan payments from the ex.
Let's stop these unfair practices by student loan providers!
