Update Title 10 to extend the 12 month voluntary retirement option to military personnel twice passed over for promotion

Title 10, USC, SS 580 (a)(2)(B) mandates that military personnel twice passed over for promotion be involuntary separated not later than the first day of the 7th Month following the official release of the promotion board. This separation date does not take into account for accrued leave, relocation requirements, dependent school status, or employment availability. The code should be changed to read: "The date of such retirement shall be not later than the first day of the 12th calendar month beginning after the applicable date under the preceding sentence, except as provided by section 8301 of title 5." At the very least allow extension requests (up to 5 months maximum) to be granted for family stability for high school completion.
