Update the welfare system to include daily work for those on welfare while between jobs

I would like to see some good coming out of the welfare system for once. I believe that if you’re on welfare, you should be working for the money, not just sitting there. Options include cleaning the roads and parks at both the city level, state level, and federal level. Also, working with the state level governments in manual labor along highways. Janitorial services can also be provided. There is PLENTY of work that needs to be done that will not only make our country a literally cleaner place, but will also help protect the nation as a whole from the abuses of the welfare system. Make them work for welfare, and our dependencies will drop with it.
