Upgrade the 911 emergency response system for smart phones

Update the 911 emergency response system nationwide to support the advanced audio/video/GPS features of modern smart phone devices. Require handset manufacturers and telecom network providers to include software which will automatically turn on and transmit GPS location data and video/audio streaming to 911 dispatchers whenever someone dials 911 for the duration of the call. Three major reasons and benefits for doing this are: 1. During emergencies first responders will be provided with more accurate information. 2. Crime deterrence: perpetrators will think twice before acting with knowledge that a victim's 911 call will stream live video of the crime in progress. 3. Prosecution: 911 call audio and video would be compelling evidence in a court of law.
