Our current service rifle, the M4/M16A4 is outdated. The average age of our army's service rifles is 26 years. Making the average rifle in service older than the majority of soldiers serving in theater with them. During recent testing against other, more modern, rifle platforms the M4 finished last out of four in reliability in desert conditions. The third place rifle tested to be 350% more reliable than the M4 in those conditions.
Replacing even just the upper receiver assemblies on our M4/M16A4 rifles with modernized, more reliable designs, such as the HK416 piston driven system, would increase our soldiers combat effectiveness, and would save the lives of many of our servicemen, as many have died due to failures of their service rifles during firefights.
