Clearly the right thing to do is to close the Guantanamo detention center and release all detainees who are not charged with a crime - but Congress has prevented the President from doing the right thing. As a second-best option, President Obama should use his executive power to immediately upgrade the accommodations for detainees at Guantanamo, and reduce security restrictions on them. No detainee who has not been charged with an actual crime should be kept in quarters any worse than those of the commander of the base, fed any worse than the commander of the base, or be subjected to restrictions on external communications more stringent than those applied to the commander of the base. If it can't be closed, Guantanamo should be converted into a luxury hotel for detainees.
