Upgrade the infrastructure by requiring all Interstate highways have a minimum of three lanes in both directions. The inside lane should be reserved for two- and four-wheel use only, no trailers allowed. The minimum speed limit on the inside lane should be no more than five MPH below the maximum speed allowed on that section of road. The benefits of such an upgrade are numerous. Trucks, by being banned from the inside lane, will no longer be able to block traffic on grades. Drivers' (both semi and four-wheel) frustration will be reduced. Jobs will be created to accomplish the work.
