Uphold the 4th Amendment by requiring a warrant to seize a citizen's electronics anywhere within the borders of the U.S.

The Department of Homeland Security, with support from the President, can currently seize the electronics of any person within 100 miles INSIDE of the United States border without requiring suspicion or a warrant! This is in direct violation of the 4th Amendment, and affects the majority of the US population which lives near borders.
