Upon the debt limit being reached, terminate all federal payments in congressmen districts that voted for the action

As the Representative of the congressional district that votes not to increase the debt limit has indicated that there is too much government spending -- e.g. too many government services being provided. Therefore implement their wishes by defunding all federal spending in those districts until spending is equal to revenue. The whitehouse should provide the outcome that the Representative desires as they do not want the federal debt increased as they feel that too many services are provided to the citizens that they represent.
