Attempt to enable National Guard soldiers to be allowed to protect their communities from mass shootings and similar tragedies while still maintaining American civil liberties. The Obama administration would allow and assist in the creation of certain laws to protect and enable soldiers to protect citizens as they were intended. In addition this would help provide many soldiers who are in need of employment the opportunity to work and receive pay.
