The second amendment states
"A well regulated militia being necessary to the security of a free state, the right of the people to keep and bear arms shall not be infringed."
It is apparent that the intention of a well regulated militia is to encourage accountability and responsibility for gun owners. However, accountability and responsibility have been for the most part lost because of the over-emphasis on the individual's right to bear arms and the kinds of guns allowed.
In accordance with the spirit of the framers of the Constitution on the meaning of a well regulated militia, the following are proposed:
1. Mandatory local gun club membership for gun owners
2. Mandatory active participation of members to gun club activities
3. Ammunition limits for those in inactive status.
