Urge the United States Congress to legislate a federal excise tax on purchases of all assault style weapons or those classified as such by the US Government, semi automatic rifles, any civilian equivalent to military assault rifles, magazines capable of holding ten(10) rounds or more ammo and ammunition more routinely used by military services in combat.
Passage of a tax levied upon such items at 400% (or more) will:
1)not infringe on an individuals right to protection under the Second Amendment
2)deter impulse purchase of such weapons and accessories
3)unilaterally raise black market prices
Taxes collected under this measure will go directly to a fund set up for the victims of gun violence, their care and gun safety education.
