All currently owned military assault weapons that have only one intended use to kill another human being, will be insured and owners will be held liable for their use. Like automobile liability insurance, it will make it unlawful to own or carry such a weapon uninsured. This will give insurance companies the ability to catagorize weapons by intended use and do background checks.
