Urge Congress to pass a balanced-budget amendment to the U.S. Constitution.

In light of the fiscal breakdown within the federal government and the federal government's credit-score downgrade, the President of the United States should urge all members of Congress to pass a balanced-budget amendment to the U.S. Constitution. This amendment should allow for a budget deficit for no more than a certain amount of time and set a limit on yearly deficits.
