We urge President Obama to demand that Congress pass a law requiring a budget (not a continuing resolution) at least once every two years. An enforcement mechanism should be written into the law that prohibits all lawmakers from seeking reelection if a budget was not passed during the preceding term. The people of America demand that Congress be accountable for its failure to achieve its most basic mission, which led to the totally avoidable US credit downgrade and budget sequestration.
