Urge Congress to pass legislation that fines gun manufacturers proportional to the use of their guns in violent crimes.

Congress should (1) fine each gun manufacturer proportional to the use of its guns by violent criminals and (2) allocate the resulting revenue to provide for social services including mental health, education, and rehabilitation services.

This law would not infringe the Second Amendment right of gun owners.

This law would be enforceable as the number of gun manufacturers is small.

This law would help provide for services that federal, state, and local governments fund insufficiently.

This law would target the guns most often used by criminals - unlike the Federal Fire Arms and Ammunitions Excise Tax.

This law would provide an incentive to gun manufacturers to provide more oversight to the buying and selling of firearms.
