Section 179 was designed to spur small business capital purchases and thus increase both small business and economic growth. It isn't a tax loophole, rather it allows for accelerated depreciation of purchases thus stimulating small businesses to invest in equipment and other "large ticket items." The current $25,000 limit put the brakes on small business spending and should be retroactively reset to 2013 levels until the economy is strong and healthy for a sustained duration.
