The Field EMS Quality, Innovation, and Cost Effectiveness Improvements Act of 2013 (H.R. 809) will greatly improve a fragmented and nationally shrinking network of Emergency Medical Services WITHOUT ADDING ONE CENT TO THE DEFICIT. The bill would:
* be fully funded by the EMS Trust Fund based on elective public donations (which raised $240 million for the Presidential Election Campaign Fund in 2000) & by increasing cost efficiency of existing program redundancies
* provide grants for training & equipment to otherwise majorly deficient provider services
* increase quality of patient care through unified research, educational standards, & innovative solutions implementation
* decrease government descrepancies & wasteful disorganized spending.
