Urge Legislative Leaders (State and Federal) To come up with a Distracted Drivers Law

It is time for the states and or the federal government to put forth a bill that would restrict cell phone use while driving. Time after time when I am driving down the road and people almost run myself and or others off of the road because they are reaching for their phone or other items. I would like to see the states and or the federal government to purpose a bill that will curve such negligence while people are driving.
Ex
*No phone use while driving(unless hands free)
*Only exception(when a driver is at a complete stop)
*No phone use on the interstate
