Since 1970 the S.Korean authority unlawfully issued third party extractors (The US Army being one of them) permits to extract sand from Mr. CK Chun's 163.4 acres of land located by Han River in Seoul without his consent. Due to the extraction, the land had submerged under the water and the title was transferred to S.Korea. Disregarding its own Compensatory Acts, S.Korea imputed more than 99% of its court's appraised amount of the land(US$513.2 million out of $515.8 million) to the US Army. This is a violation of the SOFA Treaty which dictates when damage occurs to a third party, the S.Korean gov't pays for the damage. Mr.Chun demanded the US gov't make compensation knowing the S.Korean decision is invalid. The US Army responded to Mr.Chun agreeing that compensation must be paid by S.Korea.
