Urge States to reform the Child Support System to include accountability and yearly audits.

Propose that States develop a comprehensive accountability program which requires child support funding to be loaded onto a pre-paid card allowing transactions to be traceable. This proposal is designed to reduce the amount of abuses of funds that should otherwise go directly to the health and welfare of the child receiving said support. The auditing system would be designed to hold those accountable for their spending habits and ensure that funding is used for *nothing other than the care of the child. Further propose that States impose a one year suspension of benefits should the custodial party be found through the audit to have misappropriated the funding ie: Personal Vacations, tobacco and alcohol products, hair and nail appointments, purchase of non essential goods etc.
