The US Congress really needs to consider building a "national reservoir" system made up of a series of reservoirs and interconnecting pipelines... Look at the Keystone pipeline, the completed phases, which runs approximately 2,100 miles cost $5.2 billion dollars. Therefore, if Congress invested $100 or $200 billion over a 10-year period, this could potentially alleviate several major issues, starting will put people to work. The next problem this could potentially contribute in lessening the effects of flooding. In addition, this could be an outlet where to put the overabundance of snow, which cities like Boston had experienced this past winter. Then when situations arise like in California, there would be an emergency supplier of water available for even just basic needs.
