US corps have lots of cash. Tax them on the cash unless they give advanced PC internet training to employees + prospects

Created by B.R. on September 25, 2011

Tax US corps unless they provide free internet, SOAP, XML and software development training to US employees and prospective employees. If they provide a quota of training (15%), they can keep their savings. If not, a tax of 15% will be levied on their excess cash. Make them spend the money on training US employees and prospective employees.
