The U.S. Government establish a homeless outreach program.

The U.S. Government should establish an outreach program that provides free shelter, food, clothing, counseling, job placement assistance, and medication.
There is a severe homeless problem in the United States. Most of the homeless suffer from severe mental illness including bi-polar disorder, schizophrenia, drug addiction and alcoholism. Unfortunately a lot of the programs to get the homeless off the streets require them to be sober for over 30 days to qualify for the certain programs, which is basically impossible for someone with mental illness. The subject of my petition will be the establishment of federal mental health care centers across the country to help the homeless.
