In Germany there are many dual Nationals with the same problem.They were here on overseas orders, accompanying their parents. In many cases they have either a US or german education or a combination of both.
When they turn 21 they have to choose. Do they want to work with the german system, the US-Government, the Military, go to german or US college? If they do not work for the US government overseas within 1 year they loose their right to hold a job as an american in Germany, and are filed as a local national. If they decide after this time, to work for the military or NAF or DoDs they have to return to the states for 1 year to re-qualify, leaving friends family, and in my case, children behind. Please help to change this situation for many americans serving their country overseas.
