Every policy definition in US Govt., takes a long time to formulate and tons of documentation is produced as a result of it. Then a vicious cycle of agreeing to it takes place in partisan lines. This approach is counterproductive , wasteful and costly. Instead suggest adopting an Agile approach, which can start working on a vision and deliver towards achieving the goal in small, conclusive increments. Agile methodologies are proven in the manufacturing and software development for decades. Thought leaders from industry such as Ken Schawber, Mike Cohen, Mike Beedle must coach the policy makers in adopting the Agile principles.
