The US Postal Service will create and maintain electronic mail addresses for each postal mail address on record where the username is the delivery address and the domain is the zip+4 postal code

Each "last mile" postal service facility would have a system capable of printing incoming electronic communications to be sorted and delivered by the postal carrier.
Each in-bound correspondence has a pre-printed/generic "reply" form on the reverse side of the communication
