A set of Supreme Court decisions (Downes v. Bidwell, 182 U.S. 244) made over 100 years ago has left U.S. territories without meaningful representation, voting rights, and in the case of America Samoa full U.S. citizenship. I asked that the President petition congress to amend the Constitution to allow representatives of each U.S. territory to have a voice and voting rights in congress and voting rights for presidential elections to all residents living in all U.S. territories. Lastly, I ask the President to petition congress to amend the constitution to pave the way for residents living born and living in America Samoa to receive full U.S. citizenship.
