The estimated annual costs of $100 billion for the impact of gun violence in the country should not be borne entirely by the local, state and federal governments or the victims of gun violence, but should be borne, in part, by the manufacturers, wholesalers, retailers and gun licensees in the United States. The President should analyze the total actual costs to society for impacts of gun violence and then institute a national fee structure supported by the gun industry to collect revenues that reasonably and fairly compensates the entire population for the impacts of gun violence on society as a price for the 2nd Amendment right to bear arms.
