Use Eminent Domain to take all foreclosed homes from the Criminal Wall Street Banks, to return them to the former owners

The US Government, should us Eminent Domain, To take All of the Foreclosed Homes From the Wall Street Banks, that were bailed out, , due to the risky investments, and the Criminal activity,both before the collapse, and in the foreclosure process, of the wall Street Banks, Without Compensation! The homes should then be returned to all US Citizens, (free and clear of all charges, and taxes) that lost their jobs, and homes, due to their crimes!
