Congress obviously won't approve stimulus spending. But the Supreme Court has already ruled the EPA can regulate CO2, so the Pres doesn't need Congress for that. Crack down on CO2 and the utilities will borrow a lot of QE cash from the banks to create green jobs.

Insulate the poor from high energy prices with progressive pricing: enough power for a family's modest monthly needs must be billed at low rates; commercial customers and high-consumption residential customers can pay more.
