use Executive authority to parole women and children in Immigration detention in case of a government "shutdown."

In the event of a government shutdown and closing of "non-essential services" the Executive Branch should use its discretion to parole all women with minor children and minor children to the care and responsibility of relatives or NGO agencies.
This relieves the government of the high costs of housing in Immigration facilities and also makes moot the cases pending in Federal Court about excessive holding of unaccompanied minors or children with mothers.
