Use an Executive Order to Restore the Voting Rights Act

In Shelby County v. Holder, the Supreme Court struck down the formula used for determining which states required pre-approval from the Department of Justice for changes to their voting laws. With Congress in gridlock, it is time for an executive order requiring all states to get permission from the DOJ before changing their voting laws.
