This congress is so dysfunctional that it is clearly poised to do absolutely nothing about it. In the meantime, there is vast evidence that suggests that some Republican states will create harsher voting conditions for minorities.
This decision is clearly politically motivated, breaking with 40 years of tradition and a consistent bipartisan vote.
