1. Secretaries of HHS and Education shall conduct massive public health campaign to (1) inform parents (a) why/how herd immunity works; (b) contrast historic mortality/morbidity rates of diseases for which immunizations now exist throughout benchmark representative years; (c) show how preventable diseases were eradicated through nearly universal immunization but have returned ; (2) work with states' public health departments, the AMA & state medical boards to improve expectations of physicians & school boards to (a) approach parents with the presumption of timely vaccination of their children except in the case of valid medical reasons or religious beliefs only; (b) teach benefits in class & to PTAs & local gov'ts; (3) explore defunding schools with higher personal belief exemptions.
