A lot of people receiving welfare and food stamps are addicted to heroin and other drugs. They use the money they are "entitled to" in order to obtain these drugs. A urine sample is easily beatable, therefore a hair sample test would be sufficient enough. There should be no second chance and anyone who fails should immediately be terminated. This would easily decrease all the people using the taxpayer money to get high all day and not have to do anything to contribute to this country.
This should be done over the course of a single month and anyone who fails to show up within that month should also be terminated.
