This bill would enact the National Houseless Bill of Rights, which would provide that no person’s rights may be abridged, regardless of housing status. The bill would provide that every person has the right, among others, to move freely, rest, eat, share, accept, or give food or water, pray, meditate, and practice religion, solicit donations, and practice self-employment in public spaces.
The existence of Houseless persons requires that fundamental rights that are protected in the home and in private places to be extended to the public domain to ensure the equal rights of every person in the nation, Houseless and housed. Every person shall have the following basic human rights, regardless of housing status:
