Ameliorating the causes of climate change need not burden a national economy. Consumer Lowered Electricity Price (CLEP) is a dynamic pricing tariff that effectively allows purchases and sales of electricity at wholesale prices and also rewards drops in demand during peak demand periods. With this tariff, every kWh that passes through the meter actually lowers electricity prices for all consumers. CLEP provides accelerated demand response and high frequency integrated resource planning. It also avoids grid defection; enhances conventional and non-conventional energy efficiency retrofits, encourages battery installations in most buildings; and offers a plausible replacement for net energy metering.
