Ameliorating the causes of climate change need not burden a national economy. Inverted Demand Compliant Construction (IDCC) integrates battery backup and smart meters with one of a group of electricity rates already in use in the U.S. These three tools provide for Integrated Resiliency Planning—a concept indispensable to most electric customers in the US and probably the world. Results suggest that IDCC provides high-value reliability at lower cost than the utility can provide. An internal rate-of-return analysis shows that IDCC costs substantially less than photovoltaics, although photovoltaics is already able to reimburse the economy at better than 130% of its costs.
