Measurement drives behavior. All of us, in the private sector are measured on how well we perform. This drives what we are paid and whether or not we get to keep our jobs. This is not true of Congress or the House of Reps, who just seem to get re-elected based on the promises they make their constituents. Tie their ability to get re-elected to how well they perform, such as what Warren Buffet suggested; "if National Debt is greater than 3% of GDP, they don't get re-elected". This would eliminate a lot of pork barrel spending and get government to start working for the people, not the corporations.
