Cut federally elected lawmaker's salaries including the President, Vice President, Senators, and House Members by 40% and provide the 40% cut as a year end bonus as follows: 1/6th of the 40% cut as a bonus if a) unemployment is less than 6%, 1/6th if b) underemployment is less than 6%, 1/6th if c) food assistance recipients number less than 25 million people, 1/6th if d) the national public high school graduation rate is 85% or greater, 1/6th if e) annual federal revenues exceed outlays, i.e. the federal government operated in the black for the year, and 1/6th if f) the number of murders and non-negligent manslaughter offenses is less than 5,000 offenses per 100,000 people annually per FBI statistics.
