Smartphones and other similar mobile devices are nearing ubiquity. I propose that we subsidize the issuance of a similar mobile device to every citizen of the country, with access to a government-built and funded app marketplace and wireless network. Model choices could be offered from several manufacturers that pass government standards.

When every citizen has access to the system, these mobile devices could be leveraged to allow easy access to government services and enable private businesses to find new ways of conducting transactions. This would represent a huge saving for government and private industry alike, which would stimulate the economy.

Security and replacement costs would have to be factored into any plan developed to move forward with this idea.
