To create jobs, instead of building oil pipelines from Canada to Texas; build water pipelines from the East to the drought affected West. The East has an over abundance of water. The West, in it's best years, is in need of more water. Pipelines to pump water to the west would help alleviate both problems. At the same time, to help correct the possibility of flooding in the Midwest, and to help replace the water being drained out of the Ogallala aquifer, build water reservoirs along the rivers in the Midwest, and let flood waters in the Spring fill them. The water could be used locally for farming, instead of pumping water. And some of the water would be filtered back to the aquifer naturally. It would also create water lands for migrating birds.
