Use the PA Act 235 application process for the purchase of assault rifles instead of banning them.

Follow the same guidelines and process that Pennsylvania uses in its permit to carry firearms for employment purposes (Act 235) for the purchase and transfer of possession of assault weapons and high capacity magazines instead of an all out ban. The PA Act 235 requires criminal background checks, MMPI2 psycological evaluation, and 40 hours of firearms training which includes pertainant laws, fire arms safety, and qualification. Failure to pass the training, meet the requirements of the background check and psycogical exam should result in denial of the purchas of assault weapons. Refressure courses and background and Psyc tests should be done periodically.
