The president can act alone to send Guantanamo Bay prisoners back to Yemen or other countries. Blaming Congress b/c it's not shut down is obscene given that he can solve the problem himself. The costs associated with keeping these prisoners is grotesque. More grotesque is the human rights violation, which is anathema to everything we hold dear. Worst of all is the Kafkaesque logic of keeping the ones we now know to be innocent because although we now don't think they did anything wrong, we fear they'll be angry and a threat if we let them out after keeping them so long... There is no moral or legal justification for keeping most of the prisoners.
