...2.withhold pay from all congress: there is no need to stop the government and hold the civil worker or soldier hostage to their paycheck. simply withhold fund to the congress until such a time as the budget is balanced. As controller of the treasury department, withhold the funds congress has appointed themselves. seek the assistance of the supreme court in declaring The Congressional Budget and Impoundment Control Act of 1974 unconstitutional due to it's disturbance of checks and balance in the constitution.
